Homeowners Association and Dues
The Belle Pond Farm community consists of 191 homes on a parcel of land conveyed to the Belle Pond Farm Homeowners Association. The Association is a non-stock, non-profit corporation. Each homeowner automatically becomes a member of the Association, with one vote per housing unit.
Our annual HOA dues remain among the lowest in our local communities. Generally, the invoice is mailed around January, along with a return envelope, a newsletter and a proxy form.
The invoice amount is due upon receipt and can be paid at the annual meeting or mailed back to the HOA. Dues must be paid by April 1 to avoid a late fee of $25 and accrued interest. If you have been paying your dues each year by automatic bank payment, please be sure to update the amount to $120.
The Board has been extremely lenient with homeowners who do not pay their dues on time. We have waived late fees and accrued interest in the past. Unfortunately, this leniency has led to repeat offenders, which is unfair to the overwhelming majority of homeowners who pay their dues on time. To that end, the board has decided that late fees and interest will no longer be waived.
Please remember that the HOA dues are not optional – they are required of each homeowner to ensure that the community has sufficient funds to meet its legal obligations. Each homeowner agreed to adhere to all the declarations, requirements, and by-laws of the community. This includes the payment of annual dues and architectural control requirements as detailed in the the Belle Pond Farm “Declaration of Covenants, Conditions, and Restrictions”, Article IV, Section 8.
Please pay your HOA dues on time. It routinely takes the Board considerable time and energy to collect all 191 dues. Late payments lead to many extra volunteer hours for additional trips to the bank, the post office, and extra bookkeeping time.
Annual HOA Meeting
Our annual HOA meeting generally takes place shortly after the beginning of each calendar year. In recent years the meeting location has been the Sully District Police Station / Government Center on Stonecroft Blvd. To announce the meeting, a sign will be posted at the neighborhood’s entrance and a notice will be published on this web site.
The usual agenda for the meeting consists of a discussion of financial activities from the previous year, a review and vote on the current year budget, election of the current year board of directors, and open discussions to address any questions or concerns.
If residents are unable to attend the meeting, they can complete a proxy form and return it to our mailing address, or send it with a neighbor who will be attending the meeting. In the event of a snow cancellation, the meeting will be rescheduled to a later date, a notice will be sent to all residents and a notice will be posted on this web site.
Board of Directors
The Homeowners Association is managed by a Board of Directors, which consists of an annually elected President, Vice President, and Secretary. Along with the elected members, the Board includes a Treasurer and a Website Curator who volunteer their time and effort in cooperation with the elected board members.
Board member nominations can be submitted prior to the annual meeting and you may nominate either yourself or another resident. Please use the Contacts page for our mailing and email addresses, or use the Association Hotline – (571) 358-9090 – so that all nominations can be included on the ballot. Additionally, board nominations from the floor at the annual meeting are accepted.
The Board membership remains committed to investing the volunteer hours necessary to enhance the neighborhood with limited HOA Board authority, low annual dues, and uncomplicated by-laws and architectural guidelines, promoting a friendlier environment for all Belle Pond Farm residents.
Street Maintenance/Snow Removal
The removal of snow, as well as any maintenance to the public roadways in our community, is conducted by and is the responsibility of the Virginia Department of Transportation. VDOT’s website provides comprehensive information about snow removal and other road conditions.
In addition to the web site, VDOT maintains a hotline to report road conditions or problems: 800-FOR-ROAD or 800-367-7623.
Fairfax County asks that residents shovel their sidewalks, especially by fire hydrants and bus stops.
Home Improvements
Please send plans for exterior home improvements to the Board for approval before you begin your project. The Architectural Approval Request Form is available on the BPF web site or you can simply submit your plans, include color scheme, to our mailing address. You do not need approval to replace a fence, deck, or shed.
Home Sales
If you are selling your home, please send your request for a Homeowners Resale Packet, along with a $100 check payable to Belle Pond Farm HOA, at least two weeks prior to your settlement. You can download a request form from the BPF web site and send it to our mailing address.
Pet Owners
Please be considerate of your neighbors’ property and our common grounds and pick up after your dog. It’s the law in Fairfax County and you could face a fine of $250 if you are reported.
Common Grounds
The board has signed a five year contract renewal with Heritage Landscape Services (HLS) for mowing and maintaining the common grounds. The rates remain reasonable and the service has been decent over the past several years. Please contact the board to report any problems with the common areas near you. In addition, Tru-Green will continue to provide spring and fall weed-n-feed treatments to our common ground areas.
Homeowner Responsibilities
Please keep Belle Pond Farm a beautiful place to live by following several of our simple bylaws:
- Store trash cans out of sight, or at least not in your front yard.
- Maintain your yard with regular mowing, trimming, and mulching.
- Maintain your house with proper power washing, painting, and timely repairs.
- Remove all trash, such as broken swing sets, basketball hoops, and dead trees.
- Clean up after your pets.

Children who live in Belle Pond Farm may attend:
- Centreville Preschool, Inc. – Centreville’s long-established, cooperative school for preschool children, easily accessible in the Centreville Historic District (more).
- Cub Run Elementary School – Part of the Fairfax County Public Schools system (grades K-6).
- Paul VI High School – An exceptional educational opportunity among local parochial schools (grades 9-12).
- Saint Timothy School – An exceptional educational option among local parochial schools (grades K-8).
- Seton School – An exceptional educational option among local parochial schools (grades 7-12).
- Stone Middle School – Part of the Fairfax County Public Schools system (grades 7-8).
- Westfield High School – Part of the Fairfax County Public Schools system (grades 9-12).
